What fails here, and why
Ultraviolet load and surface temperature do most of the damage. A dark south or west wall in July runs far hotter than the air around it, and the binder in the coating gives up there long before the north side shows anything. The usual pattern is a house that looks fine from the street and is chalking badly around the back.
The second factor is what is underneath. Southern Utah exteriors are mostly stucco, and stucco that has been patched, sealed or coated with an elastomeric already will not take a new coating the same way an unpainted wall does. Repainting over a failure buys a couple of seasons, not a decade.

Why does only part of my house need repainting?
Because ultraviolet exposure is not evenly distributed. South and west elevations take the load, and it is normal here for those walls to need work while the north side has years left. A quote that prices the whole envelope without asking which side failed has not looked at the problem.
Can you paint over stucco that has already been coated?
Sometimes, and sometimes the existing coating has to come off or be repaired first. It depends on what is on there and how it failed. That is one of the things the request is screened for rather than assumed.
